Here's a note from You Bake 'Em Cat Treats by Gabrielle Tolliver:

   "While cats need grains and carbs in their diet, they only require them in small doses. Most felines will turn up their noses at treats with the same high ratios of grain that human baked goods contain. So the baked cat treat recipes in this book downplay flour and other grains in favor of cat-friendly alternatives that can be manipulated into dough-like substances for baking. Now, trying to turn chopped fish into dough can be a little tricky and sticky. But with practice, you can make "cookies" and treats that are functional and kitty-delicious."

sorry to contradict Gabrielle, but cats do not need any grains or carbs in their diet. They are obligate carnivores and lack the enzymes necessary to get any nutrients out of plants..
